Its called a drop header. The water in the boiler likes to follow the steam out. The extra turns acts as a steam separator and the water can drain back into the boiler through the equalizer. Water in the mains can cause water hammer and inefficient operation. Keeping the water in the boiler so the system heats faster makes everything work better.
